Nantou District Prosecutors Office Joins Hands with the Nantou CVPA Branch to Accompany an Indonesian Infant Victim Home, Partnering with Tzu Chi Indonesia to Launch Cross-Border Compassionate Protection Services

       In June 2024 (ROC Year 113), the Nantou Branch of the Crime Victim Protection Association (hereinafter referred to as the “Nantou CVPA Branch”) received a referral from our Office concerning a two-month-old Indonesian infant suspected of having suffered violent abuse by a babysitter. The abuse resulted in traumatic brain injury and a distal radius fracture of the right arm, causing severe impairment to the infant’s motor and cognitive functions. After two weeks in a coma, the infant regained consciousness. Following discharge, care was assumed by Guan Chen-yi, Chairperson of the Zhonghua Guanxin Association, an organization dedicated to migrant worker communities.
After more than a year of assistance provided by the Nantou CVPA Branch and our Office, the infant embarked on the journey home yesterday (January 20). Through the collaborative public-interest mechanism between the Crime Victim Protection Association and the Tzu Chi Foundation, Tzu Chi Indonesia has taken over follow-up responsibilities from the Association. This includes initiating ongoing care and medical treatment plans for the infant in Indonesia, as well as managing the severe injury compensation funds under a dedicated trust arrangement to safeguard the child’s growth and future.
       The infant in this case was born to a foreign migrant worker. At the outset of the case, the Nantou CVPA Branch established contact through Chairperson Guan and immediately arranged care visits. After assessment, the Branch provided a monthly living-care allowance for severe injury, coordinated early-intervention resources to support rehabilitation, and assisted in applying to our Office for criminal victim compensation.
       In March 2025 (ROC Year 114), Minister of Justice Cheng Ming-chien and Chang Dou-hui, Chief Prosecutor of the Taiwan High Prosecutors Office and Chairman of the Crime Victim Protection Foundation, traveled to Nantou. After learning of the case, both officials personally visited the infant. Minister Cheng instructed relevant agencies to continue integrating judicial and social resources to strengthen care and accompaniment for this vulnerable victim. Thereafter, Chief Prosecutor Kuo Ching-tung of our Office and Wu Ming-hsien, Chairman of the Nantou CVPA Branch, made multiple follow-up visits to monitor recovery and living conditions. The Nantou CVPA Branch conducted regular monthly visits, accompanying the infant’s growth throughout. From initially being unable to sit steadily or speak, the child—under the attentive care of the Zhonghua Guanxin Association—gradually learned to sit, crawl, walk, and talk. The previously fractured right wrist steadily recovered. Once frail, the child has now grown into a healthy, robust two-year-old.
       After approximately two years of litigation, the case has concluded. Considering the need for long-term rehabilitation and care after returning home, our Office reviewed and decided on the amount of criminal victim compensation. The funds will be disbursed in installments under a trust-management arrangement administered by the Nantou CVPA Branch, with coordination with Tzu Chi Indonesia on the allocation and use of the compensation to cover future living, rehabilitation, and care needs.
       As repatriation plans gradually took shape, and with continuous accompaniment from our Office, the Nantou CVPA Branch, and the Zhonghua Guanxin Association, the infant returned home yesterday (January 20). On the eve of departure, Chief Prosecutor Kuo Ching-tung and Chairman Wu Ming-hsien again visited the Zhonghua Guanxin Association to see the infant and presented the first installment of the severe-injury compensation. On the day of departure, both officials personally traveled to Taoyuan International Airport to see the infant off, wishing a safe return to Indonesia. Early this morning (January 21), accompanied by the Zhonghua Guanxin Association, the infant arrived safely in Indonesia, officially beginning a new chapter in life.
