The Taiwan Nantou District Prosecutor’s Office filed a lawsuit against Cambodia Human Trafficking

Prosecutor Chang commanded the Puli Branch and Xinyi Branch of the Nantou County Police Bureau to investigate members of the Liu criminal group (wanted). Under the guise of job hunting, he lured local Taiwanese to Cambodia to engage in fraudulent work. The investigation ended a few days ago and both Cai and Zhan and Lin and Zhu were accused of making profits by fraudulently causing another to leave the territory of the Republic of China under Article 297-1 of the Criminal Code of the Republic of China.

The investigation found that the Liu criminal group used fraudulent tactics such as cyber dating, gambling, and investment to defraud an uncertain number of people from Europe and the United States. There is also a "Business Department" responsible for engaging in fraud, a "Model Department" responsible for taking over the correspondence from members of the "Business Department" when video chatting with the victims, and a "Personnel Department" responsible for document processing based on work content. With a monthly base salary of NT$40,000 and high bonuses, the Liu criminal group recruited personnel to leave Taiwan for Cambodia and engage in fraudulent work. Cai was responsible for contacting the recruited victims, accompanying them through the application and collection of passports on their behalf, and driving them to Taiwan Taoyuan International Airport; Zhan was responsible for the forgery of the COVID-19 vaccination record cards of recruited victims; Zhu and Lin are in charge of arranging and picking up the recruited victims at Taoyuan Chung Cheng International Airport. Victims Wei, Quan, and A3 were lured by high salaries and mistook them for the truth. In July 2022, they were driven by Cai or Lin to Taiwan Taoyuan International Airport to take a flight to Cambodia and were picked up by members of the criminal group to a specific location. The criminal group informs the victims that if they refuse to obey, call the police, or share the location, they will be beaten and given an electric shock. Some of the victims were detained without food and quilts and were allowed to return to the country with the help of the victims' family members through channels.

The Bureau hereby appeals to the people of Taiwan to be cautious when looking for a job by not easily believing in high-paying job that requires easy duties. Any criminal groups who commit crimes will be investigated by the police force strictly and instantly. The Bureau is also committed to strengthening the investigation and arresting of such illegal cases so as to ensure the freedom and personal safety of local Taiwanese.
